The Outstanding Elected Official award recognizes a leader who uses public office to expand opportunity for residents.
Emmanuel J. Estrada is a dedicated public servant committed to advancing equity, public health, and opportunity for working-class families in Baldwin Park. Raised by a single immigrant mother, he moved to Baldwin Park at the age of 10. First elected in 2020 at the age of 26, he became one of the youngest mayors in the city's history, and was subsequently re-elected in 2022.
His path to office reflects that background. After graduating from Sierra Vista High School in Baldwin Park, he studied automotive services locally, then earned an associate's degree in marketing and a bachelor's degree in business administration. He worked full-time as a logistics coordinator and part-time as a cashier to help fund his first campaign.
As Mayor and Councilmember, Emmanuel has focused on the root causes of instability. He championed the development of two housing shelters in Baldwin Park, in partnership with the SGV Council of Governments. In 2021, Esperanza Villa became the first ‘tiny home’ village of its kind in the San Gabriel Valley, focused on serving Baldwin Park residents experiencing homelessness. A year later, Serenity Homes, opened as the first in the state designed for families with young children. Mayor Estrada has also led a $5 million partnership with Habitat for Humanity to create additional affordable housing in the city, and worked to secure land for four new parks – Baldwin Park has among the highest need for park space per the County of LA’s most recent Parks Need Assessment – including the future Tongva Park, honoring the area's Indigenous history.
A proud product of Baldwin Park, Emmanuel is currently pursuing a master's degree in public health. He keeps families at the center of his work and enjoys biking with his son along the San Gabriel River Trail.
