California’s E-Bike Incentive Project is Here!

The long-awaited California E-Bike Incentive Project is finally here! This innovative program offers up to $2,000 in point-of-sale vouchers to assist Californians in purchasing new electric bicycles. Funded by the California Air Resources Board (CARB), the initiative promotes eco-friendly travel and aims to enhance public health and welfare by reducing air pollutants.

What is the E-Bike Incentive Project?

The E-Bike Incentive Project is designed to make environmentally friendly e-bikes accessible and affordable to all Californians. It provides financial incentives directly at the point of sale, reducing the upfront cost of e-bikes and making them a more viable option for a broader range of people.

The project is part of California's push to support green transportation alternatives. With 15,000 vouchers funded by a $31 million budget, the state aims to boost the adoption of e-bikes significantly. The distribution of vouchers will be phased, with an estimated 1,500 vouchers available during the inaugural phase.

Who is Eligible?

To be eligible for an e-bike incentive voucher, applicants must be California residents, at least 18 years old, and have a qualifying household income of 300% of the Federal Poverty Level (FPL) or less. Some incentives are reserved for priority applicants—those within specific income thresholds or residing in low-income or disadvantaged communities.

Below is a breakdown of what the 300% FPL means in terms of actual income for various household sizes:

1 Person Household: $45,180

2 Person Household: $61,320

3 Person Household: $77,460

4 Person Household: $93,600

5 Person Household: $109,740

6 Person Household: $125,880

7 Person Household: $142,020

8 Person Household: $158,160

How to Apply for the Voucher

Interested parties can apply for the voucher through an online portal. The process is straightforward but requires prompt action due to high demand. Applications are accepted on a first-come, first-served basis, beginning on December 18, 2024, at 6:00 PM. Prospective applicants should prepare by gathering the necessary residency and income verification documents to ensure a smooth application process.

Which E-Bikes are Eligible?

The program supports purchasing a new class 1, 2, or 3 e-bikes that are UL or EN compliant, have a motor power of less than or equal to 750 watts, and have operable pedals. These e-bikes must also have integrated front lights and a minimum one-year manufacturer’s warranty. Purchases must be made from approved retailers online or at physical stores.

What if I Missed the Voucher?

As the E-Bike Incentive Project kicks off, it’s vital to act quickly, as vouchers will go fast. If you are not eligible or miss the initial voucher window, other options are still available. In 2025, ActiveSGV and the San Gabriel Valley Council of Governments (SGVCOG) are excited to expand access to sustainable transportation by launching the E-Family/Cargo Bike Incentive programs. These programs provide rebates for income-eligible San Gabriel Valley residents and extend opportunities to residents living in select ExpressLane corridor cities and Justice 40 census tracts, enhancing accessibility and affordability across the San Gabriel Valley. Additionally, some SGV cities may also offer similar e-bike rebate programs. Pasadena Water and Power residential customers are eligible for a $500 rebate when they purchase a new qualifying electric bicycle from a bike shop in the City of Pasadena. An additional $500 bonus rebate (up to $1,000) is available for customers currently enrolled in PWP’s income-qualified bill payment assistance program. More information can be found here.
