
Cynthia Guzmán is a Principal at Estolano Advisors (EA), where she leads the firm’s Climate Resilient Infrastructure practice. Cynthia brings almost 15 years of expertise in strategic planning, policy development, and facilitation processes. She excels at developing projects, policies, and programs that intrinsically integrate socioeconomic and environmental advantages for vulnerable populations. She has a proven track record of guiding public, nonprofit, and philanthropic sector clients through complex environmental and economic development initiatives.
Cynthia focuses on creating equitable career pathways within the green economy and construction sectors. She led the development of a Natural Climate Solutions Workforce Study for the State of Oregon’s Department of Energy, facilitating critical conversations with tribes, state representatives, training providers, and contractors to map out workforce needs in the restoration and conservation sectors. She is currently working with a coalition of Los Angeles philanthropic organizations to analyze the construction workforce and infrastructure investments required to rebuild following the January 2025 firestorms.
Cynthia was appointed by Governor Gavin Newsom to the Los Angeles Water Quality Control Board, where she served from 2016 to 2021. She continues her advocacy as a member of the Board of Directors for the LA Waterkeeper, a non-profit dedicated to protecting Los Angeles’ waterways.
Cynthia holds a Master’s degree in Urban and Regional Planning and a Bachelor’s degree from the University of California, Los Angeles (UCLA).
